Franz Meier moved to Geneva in the late seventies where he was soon hired as a relief worker for various NGO's. He was on duty in Haiti in the early eighties during the last years of the Jean-Claude Duvalier dictatorship. Back to Switzerland, he was introduced to some federal intelligence officials as the Swiss government was seizing Duvalier's bank accounts.
